Rda announces three December 2025 procurements to
The Virgin Islands Recovery and Development Agency (RDA) has confirmed three major procurement opportunities scheduled for release in December 2025 aimed at upgrading health facilities and developing a fisheries landing site. The announcements, made in an RDA bulletin and reiterated in a Government of the Virgin Islands press release, also emphasize the agency’s transition to the Virgin Islands Development Agency (VIDA) and encourage qualified local firms to bid.
The Virgin Islands Recovery and Development Agency (RDA) has confirmed three significant procurement opportunities set for release in December 2025 to improve health infrastructure and fisheries facilities across the Territory. The RDA first flagged the opportunities in a bulletin dated December 8, 2025 — reported by Virgin Islands News Online (VINO) and Guavaberry — and the Government of the Virgin Islands issued a related press release outlining the projects and their contribution to sustainable development.
The first tender will fund clinic lobby repairs to the Major Peebles Wing of the BVI Health Services Authority (BVIHSA). According to the RDA bulletin and the Government press release, the refurbishment will upgrade the clinic lobby to enhance patient comfort, improve patient flow and increase accessibility.
A new elevator is highlighted as a key addition to improve mobility access and overall service delivery. The second procurement will address structural roof repairs at the Dr. The RDA says the roof work is intended to strengthen resiliency and safety at these critical health facilities, protecting services during storms and heavy rainfall and reducing the risk of future closures.
The Government release framed this work as part of a broader effort to enhance public infrastructure and safeguard essential healthcare services. The third opportunity is a design consultancy for the Omar Hodge Fisherman’s Wharf and Park at Baugher’s Bay, Tortola. The consultancy will prepare conceptual and detailed designs for an efficient fisheries landing site with facilities for landing, processing and marketing fish, along with proper sanitation and fisheries data-collection infrastructure.
Both the RDA bulletin and the Government statement say the project supports coastal livelihoods, local food production and the growth of the Blue Economy. McMaster is quoted in both the agency bulletin and the Government release saying the procurements reflect the Agency’s focus on “delivering development with integrity, accountability, and transparency” as it transitions from recovery to development.
McMaster added that the projects reinforce government investment in health and fisheries infrastructure while creating opportunities for qualified firms to contribute to national development. The RDA is encouraging qualified local firms to prepare to bid; tender documents, scopes of work and submission guidelines will be published on the Agency’s website at BVIRecovery.vg and announced through official RDA communication channels as each procurement is released.
The Government press release also included media contact details for international inquiries and the RDA’s communications point of contact. The procurements come as the RDA — created in April 2018 to lead recovery after the 2017 hurricanes — nears the end of its extended mandate, which Cabinet extended in October 2022 to December 31, 2025.
The Government announced plans in September 2024 to transition the agency into the Virgin Islands Development Agency (VIDA), a permanent body to oversee long-term development and infrastructure projects and to promote sustainable growth and disaster resilience, according to the RDA website and reporting by VINO.
Officials say these projects are intended to continue the RDA’s recovery work by improving essential public services, creating opportunities for local firms and strengthening food security and maritime livelihoods for residents of the Virgin Islands.
