Rda signs $401,533 contract to renovate Environment
On Tuesday 10 February 2026 the Recovery and Development Agency (RDA) signed a $401,533.15 contract with Vanterpool Construction for a full renovation of office space to house the Ministry of Environment, Natural Resources and Climate Change. The RDA and a Government press release emphasised that improving employee health, wellness and productivity is central to the project, which follows a National (Domestic) Competitive Bidding process under the RDA's procurement rules.
The Recovery and Development Agency (RDA) formalised a $401,533.15 contract with Vanterpool Construction on Tuesday 10 February 2026 to carry out a full renovation of office space that will house the Ministry of Environment, Natural Resources and Climate Change. The RDA said the award followed a National (Domestic) Competitive Bidding process conducted in accordance with the Agency's Procurement Policy and Procedures.
The RDA and a separate Government of the Virgin Islands release highlighted that improving employee health, wellness and productivity lies at the centre of the renovation. In its statement the Government said the works are intended to facilitate the Ministry's relocation and provide a safer, healthier and more suitable working environment for staff.
RDA Chief Executive Officer Anthony McMaster reiterated that the project responds to long‑standing needs arising from post‑storm displacement after the 2017 hurricane season. "It is always a pleasure for the RDA to collaborate with Ministries across Government as we continue the work of rebuilding while advancing development," Mr.
McMaster said in remarks reported by the Agency. He added that providing an improved working environment will support greater productivity and ultimately enhance service delivered to the public. Ronald Smith‑Berkeley and Deputy Secretary Ms. Louann Hodge attended the signing, alongside RDA representatives and contractor officials.
Smith‑Berkeley recalled that, in the immediate aftermath of the storms, many departments had to occupy whatever space was available to maintain services. "This relocation gives us the opportunity to move into proper and more adequate office accommodation," he said, noting that while staff remained committed, a comfortable environment will help them perform at their best.
For Vanterpool Construction the contract represents the firm's first award from the RDA. Owner Danta Vanterpool thanked the Government and the Agency for the opportunity and pledged to deliver the work on time and within budget, saying the company was "grateful for the confidence placed in our firm." According to the RDA, works under the contract comprise a full office renovation to ensure the facility is fit for purpose and capable of supporting the Ministry's operational needs in providing services to the public.
The Agency said it looks forward to working closely with the contractor to complete the works "as quickly as possible" so the Ministry can settle into improved premises. The RDA, established in 2018, manages infrastructure and institutional strengthening projects in partnership with ministries and external stakeholders.
The Agency emphasised transparency, value for money and timely execution in announcing the award. Local outlet BVI News also covered the signing and published photographs from the event, corroborating the RDA's account and showing local interest in moving the Ministry into more permanent, improved office accommodation.
Officials said the renovation should translate into better staffed and more effective environmental and climate services for residents once the Ministry relocates.
