Rosalie Adams Appointed Acting Governor
Rosalie Adams OBE has been appointed Acting Governor of the Virgin Islands while Governor Daniel Pruce and Deputy Governor David D. Archer Jr. are both out of the territory. Her appointment, made under the Virgin Islands Constitution Order, 2007, runs until July 11, 2026, and her oaths were administered by Justice Angelica Teelucksingh.
The Government of the Virgin Islands has appointed Mrs Rosalie Adams OBE to serve as Acting Governor in the temporary absence of His Excellency Governor Daniel Pruce and Deputy Governor David D. Archer Jr., both of whom are currently out of the territory. According to a government press statement, Mrs Adams, a retired civil servant, will carry out the duties of the Governor until July 11, 2026.
Her Oath of Allegiance and Oath for Due Execution of Office were administered by Her Ladyship the Honourable Justice Angelica Teelucksingh. The appointment was made under section 37(1)(b) of the Virgin Islands Constitution Order, 2007, the constitutional provision that enables a suitably qualified person to perform the functions of Governor when the Governor and Deputy Governor are absent.
While serving as Acting Governor, Mrs Adams is empowered to perform the constitutional and executive duties associated with the office for the duration of her appointment. For residents of the BVI, the appointment ensures continuity of government and the uninterrupted exercise of the Governor’s responsibilities, which include giving assent to legislation, exercising reserved powers where applicable, and acting as the representative of the Crown.
The Government’s statement emphasised the procedural and constitutional basis for the handover of responsibilities. Mrs Adams’ selection reflects the practice of appointing experienced public servants to maintain stability in the territory’s administration. As a retired civil servant and OBE, she brings familiarity with public service operations, though the government has not released further detail on specific tasks she will prioritise while Acting Governor.
