The Office of the Deputy Governor has announced temporary appointments to maintain executive continuity while Governor Daniel Pruce is out of the Territory. Rosalie Adams, OBE, a former Deputy Governor, will act as Governor until Saturday 14 March 2026, and Deputy Governor David D. Archer Jr. will then act as Governor from Monday 16 March to Friday 20 March 2026, according to notices from the Government of the Virgin Islands. The Office of the Deputy Governor has issued formal notices detailing a sequence of temporary appointments to ensure continuity of executive authority while His Excellency Governor Daniel Pruce is out of the Virgin Islands. An initial official notice from the Government of the Virgin Islands named Mrs.
Rosalie Adams, OBE, a former Deputy Governor, as Acting Governor during the period that both Governor Pruce and Deputy Governor David D. The notice, issued by the Governor's Group, said Mrs. Adams assumed the constitutional, ceremonial and administrative duties of the Governor under the succession arrangements set out in section 37 of the Virgin Islands Constitution Order, 2007.
The Office of the Deputy Governor subsequently clarified the duration of Mrs. Adams will act as Governor until Saturday 14 March 2026; this replaces an earlier circulated end date of Friday 13 March 2026. The Government’s statement described the change as an update to the previously issued information.
Adams’s period as Acting Governor, the Government has advised that Deputy Governor David D. Archer Jr. will act in the office of Governor from Monday 16 March to Friday 20 March 2026 while Governor Pruce remains out of the Territory. This appointment is set out in a separate notice from the Government of the Virgin Islands and is made in accordance with section 37(1)(a) of the Virgin Islands Constitution Order, 2007, which provides for the Deputy Governor to act in the Governor’s office during the Governor’s absence.
The Government’s notice records that Deputy Governor Archer’s Oath of Allegiance and Oath for Due Execution of Office was administered by Her Ladyship, the Honourable Justice Angelica Teelucksingh. Adams confirmed she would carry out the full range of responsibilities of the Governor — executive, ceremonial and administrative — while acting under the Constitution.
Both Government notices emphasize that these temporary appointments are routine constitutional measures intended to maintain stable governance and ensure the smooth operation of government business while senior officeholders are away. Residents are reminded that normal government operations will continue during these temporary appointments and that specific questions about programmes or departmental decisions should be directed to the relevant department.
