RT Clinic Upgrades Include New Elevator Shaft
The Recovery and Development Agency (RDA) has called for bids to carry out capital repairs and upgrades at the Dr D. Orlando Smith Hospital and Annex in Road Town, including a new elevator shaft, lobby improvements, exterior cleaning and updated signage. Tender documents are available by request and submissions are due Tuesday, February 10, 2026 at 10:00 AM, with a bidders’ conference and site visit scheduled for January 16, 2026.
The Recovery and Development Agency (RDA) this week announced a tender for capital repairs and upgrades at the Dr D. Orlando Smith Hospital and Annex in Road Town, work that includes improvements to both lobbies, construction of a new elevator shaft, exterior cleaning and painting of the east wing, and installation of updated signage.
According to the RDA, the hospital and annex are critical healthcare facilities for the Virgin Islands. Since their completion in 2014, maintenance activity has been limited, leading to deterioration of roofing systems, guttering and lightning protection infrastructure. The BVI Health Services Authority (BVIHSA) is moving forward with capital works to restore these systems, extend their service life, improve safety and minimise operational risks to hospital services.
The procurement will be conducted through the National (Domestic) Competitive Bidding (NCB) process, meaning local contractors are eligible and encouraged to participate. Key dates for interested bidders: a Bidder’s Conference and Site Visit is proposed for Friday, January 16, 2026 at 10:00 AM at the Dr D. Tender submissions must be received by Tuesday, February 10, 2026 at 10:00 AM. For BVI contractors, the works represent a notable opportunity to bid on publicly funded infrastructure projects that directly affect community health services.
The improvement of lobbies and addition of an elevator shaft will help with patient flow and accessibility, while exterior cleaning, painting and upgraded signage will improve wayfinding and the hospital’s appearance for patients and visitors. RDA and BVIHSA officials say these measures are intended to reduce the risk of service disruptions caused by ageing building components and to bring critical systems up to a safer, more resilient standard.
