RVIPF Financial Crime Unit Wins Regional Arin-Carib

The Royal Virgin Islands Police Force Financial Crime Unit (RVIPF-FCU) has earned regional recognition for its prompt and effective handling of cross-border financial crime investigations, securing the ARIN-CARIB Most Responsive Member Award for 2025/2026. The award was presented during the Asset Recovery Interagency Network Caribbean (ARIN-CARIB) Annual General Meeting, held in Georgetown, Guyana, in July 2026.

The regional network connects asset-recovery practitioners, financial crime authorities, and law enforcement agencies across the Caribbean, facilitating the rapid exchange of actionable intelligence needed to trace, freeze, restrain, and recover criminal assets. According to an RVIPF release, the British Virgin Islands was specifically commended for its timeliness, reliability, consistency, and professionalism in responding to mutual legal assistance and intelligence requests from international law enforcement partners.

Acting Deputy Commissioner of Police Kenrick Davis stated that the accolade highlights the professionalism and dedication of the RVIPF-FCU while reinforcing the Virgin Islands' standing as a well-regulated and trusted international financial centre. "This recognition is a testament to the hard work of our officers and the strong collaboration with our partners," Davis said. "It demonstrates the Virgin Islands' unwavering commitment to upholding the highest standards in fighting illicit finance." Police authorities noted that the achievement reflects years of targeted work, strategic advancements, and sustainable capacity building within both the Territory's regulatory and investigative architecture.

These developments have successfully positioned the unit as a benchmark of operational effectiveness across the Caribbean in responding to financial crime matters. The milestone aligns directly with progress achieved under the Government of the Virgin Islands' National Strategic Action Plan to Combat Financial Crime.

That strategic roadmap has guided recent legislative reforms, expanded investigative capabilities, and deepened international cooperation in accordance with global standards set by the Financial Action Task Force (FATF). Among the key legislative developments are the 2025 amendments to the Proceeds of Criminal Conduct Act, which introduced modern investigative tools such as customer information orders and account monitoring orders.

These statutory mechanisms allow police and the Financial Investigation Agency to seek court orders requiring financial institutions to provide specified account details, giving law enforcement stronger leverage to trace suspected criminal property and seize illicit proceeds. The ARIN-CARIB award also underscores robust inter-agency cooperation within the Territory.

The RVIPF-FCU operates within a collaborative framework alongside the Financial Investigation Agency (FIA), the Office of the Director of Public Prosecutions (ODPP), and other competent authorities. Formal information-sharing arrangements and Memoranda of Understanding among these agencies have enhanced the quality and flow of financial intelligence, presenting a unified front against money laundering, terrorist financing, and illicit cross-border activity.
