S&P Affirms BVI 'BBB' Sovereign Rating
S&P Global Ratings has affirmed the British Virgin Islands' long-term 'BBB' and short-term 'A-2' sovereign credit ratings with a stable outlook, citing a strong net asset position, fiscal surpluses and substantial liquid reserves. The rating reflects confidence in the Territory's tourism- and services-based economy, prudent fiscal management and the stabilising role of the US dollar.
The Government of the Virgin Islands today welcomed S&P Global Ratings' affirmation of the Territory's 'BBB' long-term and 'A-2' short-term sovereign credit ratings with a stable outlook. The rating agency highlighted the Territory's resilient institutional framework, disciplined fiscal management and a strong government net asset position as key reasons for the decision.
S&P's assessment projects the government net asset position to remain at roughly 40% of GDP in the coming years, while general government surpluses and a substantial pool of liquid assets are expected to average about half of annual GDP. These metrics were cited as important buffers against external shocks and as enablers for continued infrastructure investment without placing undue pressure on borrowing costs.
The report underlined the continued importance of the BVI's wealthy, service-based economy — especially tourism and financial services — to the Territory's credit strength. S&P pointed to the steady recovery in tourism and the Territory's competitive edge as a global hub for the private chartered yacht industry, forecasting steady real GDP growth through 2028.
S&P also noted the stabilising effect of the continued use of the US dollar as the official currency and the territory's high banking system capital levels. The government says it has been proactive in addressing international regulatory shifts affecting the financial services sector to preserve that pillar of the economy and protect market access.
Natalio Wheatley, Minister of Finance, described the affirmation as "a testament to this administration's disciplined fiscal stewardship and the enduring strength of our economy," saying the rating provides residents and international partners with confidence that the Virgin Islands remains a stable and well-managed jurisdiction.
For residents, the affirmation signals potentially lower borrowing costs for government projects, continued investment in infrastructure and services, and strengthened resilience to external shocks such as global downturns or natural disasters. The Ministry of Finance says it will continue to reinvest surpluses strategically while maintaining transparency and fiscal prudence.
