Sea Cows Bay Road Works Contract Signed
The Government of the Virgin Islands has signed a $1,545,416.29 contract with E & K Trucking & Construction to pave and reconstruct about 8,000 linear feet of Sea Cows Bay Road; the contract was signed on 16 January 2026 and the Government says the project is expected to be completed within three months. Works include full demolition of the existing surface, new subbase and base, rebuilt sidewalks, new slipper drains and curb walls, followed by asphalt resurfacing to provide a longer-lasting road.
The Government of the Virgin Islands has formally signed a contract with E & K Trucking & Construction for major paving and reconstruction works along Sea Cows Bay Road. According to a Government press release, the contract was signed on Friday 16 January 2026 in the sum of $1,545,416.29 and covers approximately 8,000 linear feet (about 2.4 kilometres) of roadway.
The scope of work, as outlined in the Government release, includes complete demolition of the existing concrete and asphalt surface, excavation, and the supply and compaction of new subbase and base materials. The contract also provides for the reconstruction of sidewalks and the construction of new slipper drains and curb walls, followed by asphalt resurfacing designed to give residents and commuters a longer-lasting, properly constructed road.
Premier and Minister of Finance Honourable Dr. Natalio Wheatley welcomed the signing and congratulated the Ministry of Communications and Works on the project, saying the works respond to concerns raised by the public. "We have an area that persons have expressed concern about over a number of months, especially since the asphalt was taken off of the road some time ago," Dr.
Wheatley said in the Government statement, noting that some culvert and drainage work had already been completed in the area. Minister for Communications and Works Honourable Kye Rymer described the contract signing as the next step after completing preliminary designs and a formal tendering process.
Rymer said the current phase consists of preparatory works to remove the sub-base and reconstruct sidewalks and other elements so that the road can be properly reconstructed and last for an extended period. In the Government release he added his expectation that the contractor will deliver "on time and on budget." Enos Aaron, director of E & K Trucking & Construction Services, thanked the Government for the award and urged motorists and residents to cooperate once works begin.
Aaron told the press the company will deploy signage and traffic-management measures to keep traffic moving and minimise disruption, a point also reported by BVI News. Local reporting by BVI News has highlighted that Sea Cows Bay Road has been the subject of repeated public complaints in recent years over poor road conditions and inadequate drainage, and that sections of asphalt had been removed previously.
The Ministry noted the project forms part of an ongoing programme to upgrade public infrastructure to international standards so that utilities and transport links are reliable and affordable for residents and visitors alike. On timing, the Government press release states the project is expected to be completed within three months.
Earlier reporting indicated preparatory works were expected to be completed within about three months, after which final asphalt resurfacing would take place; officials say motorists should expect temporary traffic changes and follow directional signs and the instructions of workers on site.
The contract signing marks a visible step toward addressing long-standing community concerns along western Tortola, with officials stressing timely delivery, traffic management during construction and long-term durability as priorities.
