Compliance, Innovation and Local Talent Drive BVI
Junior Minister Lorna G. Smith, OBE, told financial services stakeholders last week that the Territory’s future growth rests on strong compliance, technology adoption, and a steady pipeline of trained local professionals. New reporting also highlights Smith’s emphasis that the industry must develop local talent and embrace innovation to remain competitive with well‑regulated, adaptable jurisdictions.
Junior Minister for Financial Services, Economic Development and Digital Transformation Honourable Lorna G. Smith, OBE, this week told financial services stakeholders that the Territory’s future growth depends on strong compliance, technology adoption and a steady pipeline of trained local professionals (BVI Government; BVI News).
Addressing the British Virgin Islands Association of Compliance Officers (BVIACO) 8th Annual Compliance Conference 2026 under the theme “Effective Compliance is More Than Checking The Box,” Smith said robust regulation, transparency and alignment with global standards are now competitive advantages for international financial centres (BVI Government).
She told attendees that investors are increasingly seeking jurisdictions that offer stability, legal certainty and high professional standards (BVI News; VINO). VINO’s coverage of Smith’s remarks emphasised her additional message that “the Territory’s long-term success depends not only on maintaining robust regulatory standards but also on developing local talent and embracing innovation.” That theme of building local capability alongside technological adoption complements Government statements about strengthening the regulatory environment (VINO; BVI Government).
Smith pointed to recent policy steps such as the Legitimate Interest Access Regime as an important milestone that supports the industry’s evolution and growth agenda, and she reiterated the Government’s commitment to addressing outstanding Financial Action Task Force (FATF) recommendations and maintaining regulatory frameworks that meet changing international expectations (BVI Government; VINO).
During the conference BVIACO conferred honorary membership on Honourable Smith in recognition of her contributions to the sector; the minister expressed appreciation for the gesture and for the ongoing partnership between government and compliance professionals (BVI Government; VINO).
Later in the week Smith attended the Robert Mathavious Institute (RMI) Recognition and Closing Ceremony where 98 students — the largest graduating class to date — completed programmes in Compliance, Governance, Risk, Accounting and Anti‑Money Laundering. She congratulated the graduates and emphasised that local training and professional development are essential to ensure Virgin Islanders can fill skilled roles as the sector expands (BVI Government; BVI News).
Reflecting on the week’s engagements, Smith said: "The Virgin Islands continues to demonstrate that strong compliance, innovation and investment in people are strengthening our financial services industry and accelerating its future growth," remarks reported by both BVI News and VINO.
She referenced the Territory’s recent participation at Consensus 2026 by CoinDesk as part of efforts to present the BVI as a forward‑looking jurisdiction (BVI News; VINO). Smith also noted recent recognition from the United States Department of Justice for assistance provided by the Attorney General’s Chambers in matters connected to the 1MDB investigations, saying such cooperation reinforces the BVI’s reputation as a trusted and capable international financial centre (BVI Government; BVI News).
For residents, the minister’s message underlines two practical outcomes: stronger safeguards around the Territory’s finance industry and expanded opportunities for local employment through targeted education and certification. Government officials say continued investment in compliance capability, innovation and workforce development will be prioritised as part of a broader strategy to keep the BVI competitive and resilient in a rapidly evolving global marketplace (BVI Government; BVI News; VINO).
