Tender for Pockwood Pond Access Gate to
The Government of the Virgin Islands has issued a tender for construction of an access gate at the Pockwood Pond Dumpsite to support operations at the site’s incinerator plant. A mandatory site visit is scheduled for 11 November 2025 and sealed proposals are due by 25 November 2025 at the Department of Waste Management office. The tender notice, published by the BVI Government, sets out evaluation criteria that emphasise value for money while also considering methodology, relevant experience and delivery time.
The Government of the Virgin Islands has invited tenders for the construction of an access gate at the Pockwood Pond Dumpsite to support operations at the facility’s incinerator plant, the BVI Government says. According to the tender notice issued by the Government, the successful contractor will be required to construct the access gate to specified standards at the Pockwood Pond facility.
The tender package contains the detailed technical specifications and respondents are asked to review these documents ahead of the mandatory site visit. All prospective tenderers must attend a mandatory site visit on 11 November 2025 at 10:00 a.m. The site inspection is intended to ensure bidders fully understand the site conditions and the access requirements for the incinerator plant; absence from this visit may lead to disqualification, the Government notice warns.
Proposals must be submitted in sealed envelopes and received by the Department of Waste Management (DWM) no later than 25 November 2025. Deliveries should be made to the DWM office on the second floor of the Union Property Building, located across from the Happy Lion Restaurant in Road Town, Tortola.
The tender will be evaluated using a points-based system with an emphasis on value for money. The scoring breakdown published by the Government is: Financial Proposal (Value for Money) 50 points, Methodology 20 points, Experience with similar scope 20 points, and Delivery Period 10 points.
The framework reflects a strong focus on cost-effectiveness while also assessing technical approach, relevant company experience and timely completion. Local contractors and firms with experience in infrastructure and waste facility works are likely to be suitable candidates, the Government noted.
