Tenders Invited for Lomer Bay Roadworks
The Government of the Virgin Islands has opened a tender for a major road rehabilitation project at Lomer Bay, Tortola, covering demolition, excavation, drainage improvements, culvert and pavement construction, and associated utility coordination. Tender documents are available from the Procurement Unit (Ministry of Finance) by emailing procurement@gov.vg with the subject line “Road Rehabilitation at Lormer Road”; a virtual pre-tender meeting is scheduled for 12 February 2026 at 10:00 am local time.
The Government of the Virgin Islands (GVI) has invited bids for the execution of comprehensive road rehabilitation works at Lomer Bay, Tortola, the government confirmed in a public procurement notice. The project covers demolition, excavation, drainage works, culvert construction, road pavement construction and traffic management, together with coordination with utilities to minimise service disruption.
According to the GVI notice, contractors will be required to supply all plant, labour, equipment and materials and perform all operations necessary to construct approximately 2,600 linear feet of road pavement. Specific elements named in the latest government release include slipper drains, curb walls, retaining walls, excavation and backfilling of roads and drainage, and facilitating traffic management and utility access as necessary.
Bidders must prepare tenders using the documents and format set out in the tender data sheet. Required submission items include a completed form of tender, a priced bill of quantities, a list of projects undertaken by the tenderer in the past 10 years, a list of current contract commitments and works in progress, and an organisational chart showing the tenderer’s management structure.
Each tender must also include a detailed work programme and method statement describing the planned sequence and execution of the works, the government said. The GVI emphasised that tenderers must demonstrate they are in good standing with respect to taxes. Companies registered in the British Virgin Islands should submit a certificate of good standing and a certificate of incorporation from the Commercial Registry where applicable.
The notice warns that failure to enclose the required supporting documentation will render a tender non-responsive at the time of opening. Tender documents are available on request by emailing procurement@gov.vg with the subject line “Road Rehabilitation at Lormer Road” (the procurement notice uses this subject title).
Tenderers are cautioned that the destination mailbox does not send an automated dated receipt acknowledgement, and they should confirm delivery by other means, the government advised. A virtual pre-tender meeting is scheduled for Thursday 12 February 2026 at 10:00 am local time. Attendance is not mandatory but is recommended; prospective bidders will be provided with the access code and password prior to the meeting, the GVI notice states.
