At the centre of the dispute are BVI charter-vessel fees, entry limits and regulatory requirements affecting USVI-based operators.
But this could reach far beyond luxury yachts. If negotiations fail, concerns have been raised about possible stricter federal enforcement involving customs, immigration, maritime safety and border procedures. Ferry passengers could face longer processing times. Island-hopping excursions may become more expensive, while cargo delays could place added pressure on BVI businesses and consumers.
The 2022 reciprocal arrangement covering charter boats and water taxis could also face uncertainty. No blanket federal crackdown or change to the visa exemption currently enjoyed by qualifying BVI residents has been officially announced. Still, the growing dispute has placed the close economic and social relationship between both territories under serious pressure.
