VI Bolsters Security With Regional Aid
Premier Dr. Natalio Wheatley told The Virgin Islands Voice on October 8, 2025 that the Virgin Islands has benefited from regional security assistance, including support from the Regional Security System (RSS) and CARICOM IMPACS. He noted other Overseas Territories have also drawn on help from countries such as Jamaica and The Bahamas to meet security challenges.
Natalio Wheatley says the Virgin Islands has been able to lean on regional partners for help addressing security challenges, and that regional agencies have played a key role in strengthening local law enforcement capacity. Speaking on The Virgin Islands Voice on October 8, 2025, Wheatley said some other UK Overseas Territories have received substantial operational assistance from neighbouring countries. "They have been able to get more assistance from places like Jamaica and The Bahamas in meeting their security challenges," he said, adding that regional bodies such as CARICOM and the OECS are also active through the Regional Security System (RSS).
Wheatley highlighted concrete examples of regional support to the territory. "The RSS has been able to provide us with a great deal of support, even support in our own police force," he said, noting the RSS assisted the VI in setting up its Financial Crime Unit. The Premier described the RSS as "a very valuable resource for us." The RSS is an institutional security arrangement focused on defence and public safety across the eastern Caribbean, and it has expanded cooperation into parts of South America.
CARICOM's Implementation Agency for Crime and Security (IMPACS) also works across the region on coordinated efforts, including initiatives to strengthen cyber resilience and confront cybercrime. For residents of the BVI, these partnerships have practical implications. Enhanced policing support and the establishment of a dedicated Financial Crime Unit help with investigations into money laundering, fraud and other financial offences—issues that affect the territory's reputation and the integrity of its financial services sector.
Improved cyber-defence coordination aims to protect government systems, businesses and citizens from online threats that are increasingly common. Wheatley framed the regional assistance as complementary to other relationships the Virgin Islands maintains. While he acknowledged that different Overseas Territories access assistance in different ways, his comments underline the territory's active engagement with regional security mechanisms to build capacity and respond to evolving threats.
The Premier's remarks signal a continued emphasis on regional cooperation as the Virgin Islands seeks to strengthen its law enforcement, financial crime-fighting capabilities and cyber resilience through partnerships with neighbouring states and regional agencies.
