VI Funds Its Operations 100%

Speaking on the Virgin Islands Voice on October 8, 2025, the Premier said UK assistance to the Territory is limited by longstanding rules and does not include development or budgetary support.
Wheatley explained that the UK follows an Official Direct Assistance framework that allocates development funds only to nations classed as low-income or developing. As a result, the Territory does not benefit from regular development aid or budgetary transfers from the UK. He added that the last occasion the BVI received budgetary aid was around 1977–78, when his grandfather, the late Willard Wheatley, then Minister of Finance, removed the Territory from eligibility for such assistance.
The Premier stressed that the BVI government’s operations are funded 100 percent from the Territory’s own revenues — taxes, fees and duties collected by the Government of the Virgin Islands. While the UK’s Foreign, Commonwealth and Development Office (FCDO) may cover some salaries at the Governor’s Office, Wheatley said most of those costs are met from the BVI treasury. “He’s not minimising it,” the Premier said of occasional UK support, referring to small environmental grants that may be provided on an intermittent basis.
He noted these grants tend to be in the tens of thousands of dollars and are supplementary rather than budget-sustaining. On security, Wheatley was equally clear: the Territory takes primary responsibility for its security and funds its security services entirely from local resources.
The UK may at times assist with equipment or uniforms, he said, but core security funding comes from the BVI. For residents, the Premier’s comments underline the Territory’s fiscal independence and the importance of a stable local revenue base to meet operating costs. The statement also clarifies the limited and specific nature of UK assistance, which, according to Wheatley, does not extend to ongoing budget support.
