VI Government Seeks Cots Development Firm
The Government of the Virgin Islands has issued a request for proposals for a Commercial Off-the-Shelf (COTS), customizable hybrid cloud vendor-hosted/Software-as-a-Service file management and application solution for the Town and Country Planning Department (TCPD). Key deadlines include a virtual pre-tender meeting on 24 March 2026 and final proposal submission by 18 May 2026 at 12:00 noon local time.
The Government of the Virgin Islands is inviting qualified and experienced firms to submit proposals to develop a Commercial Off-the-Shelf (COTS), customizable hybrid cloud vendor-hosted/Software-as-a-Service (SaaS) application and file management solution for the Town and Country Planning Department (TCPD).
The successful vendor will be required to supply, configure, customise, integrate, implement and support a fully operational platform for TCPD. Responsibilities include software provision, configuration, customisation, data migration, training, and ongoing support and maintenance.
High-level features sought include robust case management with rich data collection, document management with drag-and-drop capability, and workflow management with assignment and tracking functions. Tender documents will be provided electronically on request by emailing procurement@gov.vg with the subject line: "RFP Development of a Commercial Off-the-Shelf (COTS), Customizable Hybrid Cloud Vendor-Hosted/Software-as-a-Service (SaaS) Application and File Management Solution." Tenderers are warned that the destination mailbox is not automated and does not send an automatic acknowledgement, so firms should follow up with the procurement coordinator to confirm receipt of their request.
A virtual pre-tender meeting is scheduled for Friday, 24 March 2026 at 10:00 am local time. Access codes and passwords will be provided to prospective tenderers before the meeting. Attendance is not mandatory but is recommended to ensure tenderers fully understand existing and anticipated conditions that may affect cost or performance.
Questions about the RFP must be submitted in writing by email to procurement@gov.vg by Monday, 4 May 2026. Completed proposals must be submitted to the procurement coordinator no later than Monday, 18 May 2026 at 12:00 noon local time; late submissions will not be accepted. Proposals will be opened on Tuesday, 19 May 2026 at 11:00 am.
Firms wishing to observe the opening via WebEx will receive access details by 12:00 noon on Friday, 15 May 2026. For BVI residents, an improved TCPD system promises faster processing of planning and building applications, better document tracking, increased transparency and a move away from paper records.
