VI Procures New Planning Software System
The Government of the Virgin Islands is inviting experienced firms to submit proposals for a modern software application for the Town and Country Planning Department. The new digital solution will streamline planning, building, and enforcement operations across the Territory. Proposals must be submitted to the Procurement Coordinator by May 18, 2026.
The Government of the Virgin Islands has officially launched a procurement process seeking qualified and experienced firms to develop, configure, and implement a modern digital management platform for the Town and Country Planning Department. The initiative aims to deliver a Commercial Off-the-Shelf, customizable hybrid cloud vendor-hosted and Software-as-a-Service application.
Once deployed, the system will serve as the primary Planning, Building, and Enforcement Application, modernizing development tracking and physical planning workflows throughout the British Virgin Islands. According to government procurement details, the selected firm will be responsible for end-to-end delivery of the platform.
Scope of work encompasses software supply, system configuration, custom integration, data migration, staff training, and ongoing technical support. Key features envisioned for the platform include comprehensive case management with rich data collection, interactive document management with drag-and-drop capabilities, and advanced workflow management tools with dynamic task assignments.
Tender documents are available electronically upon request by emailing procurement@gov.vg with the designated subject line. Officials advise prospective tenderers to follow up directly to confirm receipt of their communications, as automated delivery acknowledgements are not generated by the government mailbox.
A virtual pre-tender meeting is scheduled for Friday, March 24, 2026, at 10:00 a.m. local time. While attendance is optional, potential bidders are strongly encouraged to participate to fully assess contract requirements and operational conditions. Clarification questions regarding the request for proposals must be submitted in writing by email to the Procurement Coordinator on or before Monday, May 4, 2026.
Sealed proposals must be delivered no later than Monday, May 18, 2026, at 12:00 noon local time, with late submissions strictly disqualified from evaluation. Bid opening is scheduled for Tuesday, May 19, 2026, at 11:00 a.m. Tenderers wishing to observe the opening virtually via WebEx can obtain access credentials ahead of the session.
