Virgin Islands Revises Aml/CFT/CPF Plan to Strengthen

The Government of the Virgin Islands has issued a Revised National Strategic Action Plan to advance the Territory’s 2024–2026 AML/CFT/CPF Strategy after a period of active monitoring and progress. Approved by the National Anti‑Money Laundering and Countering the Financing of Terrorism Coordinating Committee (NAMLCC) on 30 October 2025 and published in November 2025, the revision reflects completed actions, refined remaining work and new initiatives to protect the Territory’s financial integrity.

The Government of the Virgin Islands has published a Revised National Strategic Action Plan to bolster implementation of the Territory’s 2024–2026 National Anti‑Money Laundering, Countering the Financing of Terrorism and Countering Proliferation Financing (AML/CFT/CPF) Strategy, the Government said in its November 2025 release.

The original National Strategic Action Plan was agreed on 25 April 2025 and, in line with the Government’s methodology, has been actively monitored and reviewed by the National Anti‑Money Laundering and Countering the Financing of Terrorism Coordinating Committee (NAMLCC). According to the Government, strong progress has been made since that initial publication: several actions have been completed, others have been refined, and additional initiatives are now underway.

Recognising these developments, NAMLCC approved the Revised Action Plan on 30 October 2025 and the Government formally issued the update in November 2025, with the publication also reported by local outlet Virgin Islands News Online (VINO). Both the Government and VINO note the revision coincides with continued efforts to enhance delivery of the Territory’s AML/CFT/CPF strategy.

Wheatley, who chairs NAMLCC, emphasised the Government’s commitment in the release: "This Revised Action Plan reflects the seriousness with which the Virgin Islands approaches its responsibility to prevent financial crime. It clearly signals our intent to implement risk‑based reforms in a timely and coordinated manner, ensuring our legal and institutional frameworks align with the highest global standards while upholding our reputation as a trusted international financial centre." The Government says the Revised Action Plan is intended to ensure remaining deliverables are implemented in a transparent, risk‑based and coordinated way by law enforcement agencies, competent authorities and key stakeholders through the remainder of the strategic period.

The document is designed to strengthen delivery across critical AML/CFT/CPF areas — including improved coordination, reporting and responsiveness to emerging risks — and to align legal and institutional arrangements with international standards. NAMLCC will continue to actively monitor progress, with regular reporting from lead and partner agencies.

The Government describes the Revised Action Plan as a dynamic document that may be further refined so the Territory can respond quickly to new threats and to changes in international standards. The Government also says the update reinforces its ongoing commitment to transparency, accountability and good governance in the fight against financial crime.
