In a YouTube post titled "In 2025, Does BVI’s 75 Years of Looking After Itself Matter?", Wheatley reflected on constitutional changes and called for continued efforts toward self-reliance.
Wheatley noted that the BVI has moved through what he described as "three constitutions" on the path from having no executive authority to establishing agreed responsibilities for local affairs. "With each step of our constitutional journey, we have made more progress," he said, acknowledging that the process has not been flawless but stressing the overall gains made when the territory takes charge of its own governance. "It hasn’t always been perfect, and there have been some bumps in the road, but on balance, we have done better when looking after ourselves versus previously, when others look after us, and things did not work out so well," Wheatley said.

The Special Envoy concluded by emphasising the need for continued development: "We must strive to be politically, economically, and socially empowered to take care of ourselves."
