Wheatley Reaffirms Airport Expansion as Strategic Investment
Premier Dr. Natalio Wheatley has praised Anguilla’s recent runway expansion and reaffirmed his government’s commitment to extending the Terrance B. Lettsome International Airport, calling the project a strategic, developmental investment for the British Virgin Islands. Speaking in the House of Assembly on November 6 during the 2025 Budget Estimates, Wheatley said the expansion should be treated as a long-term development project rather than traditional borrowing and noted ongoing talks with the UK to adjust financial protocols to allow the work to proceed.
Natalio Wheatley has said Anguilla’s recent airport expansion inspired renewed focus on the British Virgin Islands’ own runway plans and has used the island’s progress as an example of how unexpected revenues can fast-track infrastructure. Speaking on a panel during Diplomatic Week 2025, Wheatley commended Anguilla Premier Cora Richardson-Hodge for using income from the island’s ".ai" internet domain to finance upgrades at Clayton J.
Lloyd International Airport, and noted Anguilla will welcome direct flights from New Jersey through BermudAir starting in December (BVI News). Anguilla’s government says the .ai domain generates an estimated US$7–9 million per month, a windfall Richardson-Hodge has attributed to the global artificial-intelligence boom that has allowed investments in infrastructure and fiscal reforms (BVI News).
Back home, the BVI continues to move from discussion toward concrete planning for Terrance B. Communications and Works Minister Kye Rymer announced that government has approved the business case for extending the runway, with Cabinet endorsing a 7,000-foot option as "the most viable and beneficial option to meet our territory’s aviation and economic needs" (BVI News).
Officials say financing will likely be a mix of government allocations, private investment through a public-private partnership, and passenger-based fees, though exact arrangements have not yet been finalised. On November 6, during the presentation of the 2025 Budget Estimates in the House of Assembly, Premier Wheatley reaffirmed his administration’s commitment to the project and framed it as more than an infrastructure upgrade.
According to Jahphix Television (JTV), he said the expansion is a "strategic investment essential to the Virgin Islands’ economic future" and urged that it be viewed as a developmental investment rather than traditional borrowing under current financial management protocols. Wheatley told legislators that the airport upgrade aligns with the National Sustainable Development Plan and will enhance global connectivity, attract more visitors, and create jobs during and after construction (JTV).
He also said his government is working with the United Kingdom on possible adjustments to the Protocols for Effective Financial Management so the project can proceed under a framework that recognises its developmental importance (JTV). Officials emphasise the potential benefits of a longer runway for residents: more direct international connections, larger aircraft, increased tourism and cargo capacity, and opportunities for economic diversification.
At the same time, the territory faces competing demands — dilapidated roads, ageing water systems and challenges in the financial services sector — and will need to balance short-term fiscal constraints with long-term gains. Wheatley has stressed that the administration remains committed to fiscal responsibility even as it pursues major projects, saying the airport expansion represents "progress built on prudence" (JTV).
The government now faces the practical task of turning an approved business case into a funded, timely project while ensuring that investments deliver clear benefits for Virgin Islanders. What is new: the Premier’s November 6 House of Assembly remarks that explicitly describe the runway extension as a strategic developmental investment and the confirmation that talks continue with the UK about adjusting financial protocols to enable the project (JTV).
